I am a mid level manager and during a recent lengthy job action by staff (over a year and a half) my superiors refused to have a meeting with us to give us guidance. They would sit in their office with their doors closed and locked. They wouldn't hesitate to berate anyone who did something that they didn't approve of (even though you had asked for direction on that specific issue, multiple times.)
